Flagstone is installed two ways.

Wet Laid
The stone is secured with cement to an existing or newly built concrete base. The joints are filled with cement.

Dry Laid
Stone is placed on a foundation of compacted crushed stone. The joints are filled with polymeric sand, pea gravel, dirt, moss etc...
